Ordinances for a more sustainable municipality

Calvià 28th October 2020

CALVIÀ TOWN HALL TAKES TO THE PLENARY SESSION THE INITIAL APPROVAL OF THE NEW ORDINANCE ON THE USE OF PERSONAL MOBILITY VEHICLES AND THE MODIFICATION OF THE ORDINANCE ON THE DEFENCE AND CONSERVATION OF THE GREEN HERITAGE OF THE MUNICIPALITY OF CALVIÀ

The objective is to move towards a more sustainable municipality

Calvià Town Hall takes to the plenary session tomorrow Thursday the initial approval of the new Ordinance regulating the use of personal mobility vehicles (VMP) in the municipality of Calvià, and the modification of the municipal Ordinance for the defence and conservation of the green heritage of the municipality of Calvià.

The deputy mayor for Environment and Ecological Transition, Rafel Sedano, points out that both ordinances are a way to develop concrete actions in the municipality to promote the ecological transition and develop the Green Pact. This Pact establishes a roadmap for, amongst other issues, restoring biodiversity and reducing pollution, and the ordinances contribute to fulfilling this European commitment. He has also highlighted this type of municipal regulations because they provide actions at the local level to overcome global climate change and make Calvià a more sustainable municipality.

Ordinance for the use of personal mobility Vehicles in the municipality of Calvià

With the approval of this ordinance, it is intended to regulate the use of this type of vehicles, given the increase in its use in the municipality, which is currently regulated through the instruction of the General Directorate of Traffic.

The regulations will affect personal mobility electric vehicles, with one or more wheels, equipped with a single seat and powered exclusively by electric motors that can provide a minimum speed of 6 km/h and a maximum speed of 25 km/h.

Amongst other aspects, the ordinance establishes the age allowed to drive VMP (from 16 years old, or under 16 years old with an AM moped licence); the permitted and non-permitted routes, as well as the speed on each of them (ban on sidewalks and parks, 10 km/h on promenades and pedestrian streets, 20 km/h on bike lanes, and 25 km/h on roads of maximum 30 and 50 km/h), or the regulation when parking this type of vehicle.

Municipal ordinance for the defence and conservation of the green heritage of the municipality of Calvià

In 2008 the ordinance was drawn up together with the Calvià Town Hall's catalogue of unique trees. Twelve years later, there has been a need to update both the ordinance and the catalogue, currently under preparation. The municipal regulation, which is taken for initial approval, establishes the legal framework to protect and increase the tree heritage of the municipality by regulating the activities of planting, pruning and felling trees, simplifying administrative procedures.

The ordinance includes a series of novelties: the planting of plant species classified as invasive species will not be allowed in private garden areas, the private inventory of Mediterranean-type trees in Calvià is created and an annex is added with a list of palm-type Mediterranean trees to plant as compensation. The option of a mixed compensation is also included, which is not contemplated in the current ordinance, and which will allow to plant a tree and contribute the equivalent of a tree to the municipal fund. And another novelty is that there will be the possibility of planting on another property where the felling has been done, which is owned by the applicant, in the municipality of Calvià.
