The City Council of Calvià by means of a Plenary Agreement of the Corporation dated October 27, 2014, agreed to join the electronic platform "FACe - General Point of Entry of Electronic Invoices" of the Secretariat of State of Public Administrations, of the Ministry of Finance and Public Administrations, provided for in Law 25/2013, of December 27, promoting electronic invoicing and the creation of the accounting register of public sector invoices, said regulations aim to streamline payment procedures to suppliers of Public Administrations and give certainty of existing invoices pending payment.
Since January 15, 2015, they are obliged to invoice electronically to the City Council all the taxable subjects included in art. 4, paragraph 1 of Law 25/2013, specifically:
a) Corporations;
b) Limited Liability Companies;
c) Legal persons and entities without legal personality that lack Spanish nationality;
d) Permanent establishments and branches of non-resident entities in Spanish territory in the terms established by the tax regulations;
e) Unions and economic interest, European Economic Interest Group, Pension Fund, Capital Risk Fund, Investment Fund, Asset Utilization Fund, Mortgage Market Regularization Fund, Mortgage Titling Fund or Investment Guarantee Fund.
By virtue of the regulatory power conferred in accordance with the second section of this article, invoices up to an amount of €5,000 including taxes are excluded from the obligation to invoice electronically to this municipality.
Electronic invoices must conform to the "FACTURAE" structured format, version 3.2.1, which is described by means of the XSD scheme (XML Schema Definition) published on the WEB page http://www.facturae.gob.es/. In addition, the invoice must be signed electronically with a recognized electronic certificate.
The FACe platform is accessible at the address https://face.gob.es and from it electronic invoices can be sent to this City Council. The correct coding of these units is very important for the administrative processing of invoices. For this, the supplier must know and correctly reflect on the invoice the processing unit (municipal area) that has ordered the product or service and to which its payment processing corresponds.
