The Ajuntament proposes to the Plenary the approval of an Instruction to introduce social clauses in the external contracting

THE CALVIÀ TOWN HALL WILL IMPLEMENT SOCIAL CLAUSES IN EXTERNAL CONTRACTS

A Working Committee has completed the drafting of the Instruction for a public contracting with social, environmental and linguistic responsibility


The Calvià Town Hall will implement social clauses in the external contracting that are carried out from the municipal Administration, and that Public Companies and Foundations must incorporate with similar measures. This is the proposal that is taken to the plenary this week, after the Working Committee, expressly created to draft the Instruction, has finished its work.


With the incorporation of these social clauses in the public contracting, two objectives are pursued: the promotion and consolidation of a sustainable business network, with a strong social and environmental commitment, and the promotion of the labour insertion of those people with more difficulties to access to a job. The instruction incorporates social criteria related to the socio-labour insertion of people in situations of social exclusion and /or affected by disability, with the promotion and quality of employment, with the promotion of effective equality between women and men, with linguistic aspects, with environmental conditions, etc.


The implemetation of these clauses is part of a sustainable public procurement system, which joins social policy, social balance and balanced redistribution of wealth, deepening the roots of a welfare state that promotes equal opportunities, thinking about the welfare of future generations.

The Work Commission that has drafted the Instruction has been composed of municipal political groups, municipal technicians of legal services and contracting, different municipal areas, union representatives and municipal public enterprises. The Commission was created from a motion submitted by Esquerra Oberta, which was approved by majority in the Plenary.

The Instruction consists of a Preamble and 6 Titles corresponding to: scope of application, reserved contracts, award criteria, special social, environmental and linguistic implemetation conditions, complementary measures for responsible public procurement and follow-up.
